April 2008 and January 2009 in three regions of Kyrgyzstan - Bishkek/Chui, Osh/Jalalabad
and Issyk-Kul. The aim of the report is to assess the effects of two global health initiatives (GHIs) for HIV/AIDS the Global Fund to Fight AIDS, TB, and Malaria (GFATM) and the World Bank's Central Asian AIDS Project (CAAP) at national and sub-national levels, including the effects on HIV/AIDS service scale-up coordination, human resources, and access to HIV/AIDS services.
